WhatsApp Business API pricing in 2026: what you'll actually pay

Since July 2025 Meta bills the WhatsApp Business Platform per delivered message. Templates are priced by category (marketing, utility, authentication) and the recipient's country. From 1 October 2026, free-form service replies inside the 24-hour window are also billable per message at the utility rate of that market, while conversations that start from click-to-WhatsApp ads keep a 72-hour free entry-point window.

The four things that decide the price of a message

  • Category: marketing, utility, authentication (templates) or service (free-form replies inside the 24-hour window).
  • Recipient's country: rates are set per market, and the same message can cost many times more in Western Europe than in India.
  • Volume: utility and authentication rates drop in higher monthly volume tiers; marketing and service don't.
  • Entry point: chats that start from click-to-WhatsApp ads or Facebook Page buttons get 72 hours of free message delivery.

What changed on 1 October 2026

Before October 2026, free-form replies inside the 24-hour customer-service window were free. Meta's documentation for non-template messages now states that service messages are billable per message from 1 October 2026, at the same rate as utility messages in the recipient's market. Meta Business Agent (Meta's own AI) messages became billable per token from 1 August 2026.

Some providers report a monthly free allowance for service messages; Meta's non-template pricing page does not list one. Check the billing page in WhatsApp Manager for what applies to your account.

How to estimate your monthly bill

  • Count the business-initiated templates you send per month by category (reminders and confirmations are usually utility; offers and re-engagement are marketing).
  • Count your replies inside open conversations (service).
  • Subtract replies inside free entry-point windows from ads.

Ways to keep the bill down without hurting results

  • Say more in fewer messages: one clear question with a booking link beats three short messages.
  • Use utility templates for genuinely transactional messages (confirmations, reminders) and keep marketing for offers.
  • Answer ad leads inside their free entry-point window.
  • Connect your own WhatsApp Business Account so a reseller doesn't add a markup.
  • Set a daily cap on automated replies and alerts at 80% of budget.

Special cases

  • India: Meta requires Indian businesses' WABAs to be billed in INR by 31 December 2026; from 1 January 2027 Meta will stop delivering messages from non-INR Indian WABAs.
  • Brazil: BRL billing became available from 1 July 2026, with a migration deadline of 30 June 2027.
  • General-purpose AI assistants are prohibited on the WhatsApp Business Platform; task-specific business bots are allowed.

Frequently asked questions

Is WhatsApp Business API free?

No. The API is free to connect, but Meta charges per delivered template message and, from 1 October 2026, per service reply, with exceptions such as free entry-point windows.

Is the WhatsApp Business app still free?

Yes, the phone app is free, but it's for a single device and doesn't support automation or a shared team inbox.

Who bills me, Meta or my software provider?

It depends on your setup. With your own WhatsApp Business Account connected through Embedded Signup, Meta bills you directly. Some providers resell messages with a markup.

How often do prices change?

Meta updates rate cards at most quarterly, on 1 January, 1 April, 1 July or 1 October.
